Pursuant to a notice posted on November 7, 2025, the House Committee on Civil Discourse & Freedom of Speech in Higher Ed, Select met in a public hearing and was called to order by the chair, Representative Wilson, at 9:34 a.m.

 

The initial quorum call was answered as follows: Representatives Wilson; Raymond; Buckley; Fairly; Frank; Slawson; and Thompson.

 

A quorum was present.

 


 

The committee met jointly with the Senate Select Committee on Civil Discourse & Freedom of Speech in Higher Education regarding:

 

the encouragement of civil discourse and freedom of speech on, and protection from undue administrative censorship by, the state’s college campuses,

 

the implementation of Senate Bill 37, 89th Regular Session, and

 

identification of measures to provide proper security and ensure the public’s safety for public and social gatherings on the state’s college campuses.

 

Invited testimony taken/registration recorded on the encouragement of civil discourse and freedom of speech on, and protection from undue administrative censorship by, the state’s college campuses, and, identification of measures to provide proper security and ensure the public’s safety for public and social gatherings on the state’s college campuses.  (See attached witness list.)

 

 

At 2:48 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
