Pursuant to a notice posted on August 18, 2025, the House Committee on Congressional Redistricting, Select met in a formal meeting and was called to order by the chair, Representative Vasut, at 5:02 p.m.

The initial quorum call was answered as follows: Representatives Vasut; Rosenthal; Geren; Gervin-Hawkins; Guerra; Guillen; Hefner; Hickland; Hunter; McQueeney; Metcalf; Moody; Pierson; Spiller; Tepper; Thompson; Turner; Wilson; and Wu.

A quorum was present.

HB 4

The chair laid out HB 4.

Representative Hunter offered a complete committee substitute.

The chair recognized Representative Hunter to explain the committee substitute for  HB 4.

The chair recognized Representative Hunter to continue to explain the committee substitute for  HB 4.

The committee substitute was adopted by the following record vote:

Nays:                           Representatives Rosenthal; Gervin-Hawkins; Guerra; Manuel; Moody; Thompson; Turner; Wu (8).

Absent:                        Representative Garcia, Josey (1).

The chair recognized Representative Hunter to explain HB 4 as substituted.

The chair moved that HB 4, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed. Representatives Wu and Manuel made statements. The motion prevailed by the following record vote:
