Pursuant to a notice posted on August 21, 2025, and permission granted on August 20, 2025, to meet while the House was in session, the House Committee on Ways & Means met in a public hearing and was called to order by the chair, Representative Meyer, at 10:06 a.m.

The initial quorum call was answered as follows: Representatives Meyer; Bernal; Button; Capriglione; Gervin-Hawkins; Noble; Perez, Vincent; Troxclair; Turner; and Vasut.

The chair laid out HB 23.

The chair recognized Representative Harless to explain HB 23.
