Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Local Government was held on Tuesday, August 26, 2025, in the Conference Room at Austin, Texas.

The chair called the meeting to order at 4:38 PM. There being a quorum present, the following business was transacted:

 

At 4:39 PM Senator Middleton assumed the chair.

 

The chair laid out HB 23 and recognized the Senate sponsor, Senator Bettencourt, to explain the bill.

 

No witnesses registered or testified on the bill.

 

Senator Bettencourt moved that HB 23 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent.

 

The chair laid out HB 17 and recognized the Senate sponsor, Senator Bettencourt, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Bettencourt moved that HB 17 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 1 nay, 0 present not voting, and 2 absent.

 

At 5:22 PM Senator Bettencourt resumed the chair.

 

There being no further business, at 5:22 PM Senator Bettencourt moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
